This document provides an account of the informal discussion on procedural guidelines and agenda for the plenary session which took place on 3 July 1996 at 11.10. It encloses a copy of the Composite Draft Rules of Procedure, which provides an outline of the draft rules of procedure along with the proposed additions. Much of the discussion revolved around the status of the Ground Rules, and William McCrea and Robert McCartney sought clarification about their legal status, whether the rules could be changed and which of the rules were fundamental. The meeting adjourned at 12.29 after Michael Ancram agreed to circulate an amendment for paragraph 1 of the Composite Draft Rules of Procedure among the delegates.
