This is the draft summary record of an opening plenary session on Wednesday 17 September 1997 at 17.09. The issues under discussion were the procedural motion, the UUP indictment, and the text of a proposed statement to table the procedural motion on 24 September 1997. Sinn Féin wanted it tabled on 22 September 1997. Alliance, the NIWC and Labour agreed with this. The SDLP thought only the two governments could determine when to table their own motion. The Chairman and the British Government agreed. Alliance did not.
