Writing Peace: George J. Mitchell Collection

This paper provides a detailed discussion on the establishment of an intergovernmental council and standing intergovernmental machinery. It is based on the responses by the parties to the British and Irish Governments' paper of 27 January 1998, 'strand 3: East/West Structures', and proposes that the council would comprise representatives of the British and Irish Governments, the Northern Ireland Administration, and devolved institutions in Scotland and Wales. It would aim to promote the harmonious and mutually beneficial development of British-Irish relationships. The paper also considers the establishment of an inter-parliamentary forum to discuss matters of mutual interest. The standing intergovernmental machinery would promote cooperation at all levels between the two governments and among the peoples of these islands. The machinery would comprise the British and Irish Governments, represented by appropriate ministers. The paper invites views from the parties on these proposals, emphasising that all decisions would be by agreement between the two governments. No date provided.
