This is the draft summary record of an opening plenary session on Wednesday 12 Febraury 1997 at 10.11. Labour, the DUP and the UKUP were late. The Chairman understood that the wish of the majority of parties was to continue meeting up until the election and proposed continuing exploratory meetings with participants. The PUP supported this, and did the SDLP, who suggested a very small amount of progress might be made. The UDP was less optimistic but willing to go along with the proposal. The DUP said the talks had become 'a process of constant deferral', refuted allegations in an article attributed to the PUP, and raised the question of the entry of Sinn Féin into the talks. It considered that the plenary should vote on its proposals. The UKUP had not met with the Chairman and blamed his attention to the trilateral meetings for this. They also wanted a determination on decommissioning. The UUP supported the chair and spoke in favour of persuasion and compromise. The British and Irish Governments also supported the proposal, as did Alliance, although they felt the process was being tested to its limits by the parties. Labour thought that the chairmen might form a committee on decommissioning. The NIWC was in favour of more exploratory meetings. The DUP and the UKUP spoke against the proposals and remarks of other participants. Various newspaper articles were referred to.
