The two governments began by presenting their paper on north/south cooperation, produced at the request of parties to supplement the propositions paper, and announcing that a further paper was soon to be tabled. The Irish Government set the creation of new institutions in the context of the Framework Documents and stressed the necessity of a North/South Council with a broad remit. The British Government put the emphasis on the agreement of all parties to this state of affairs and offered bilateral consultations. The SDLP stressed the importance of the North/South Council and the UUP expressed reservations about it. Sinn Féin and the PUP agreed that there was little point to the meeting in the absence of the governments' further paper. Sinn Féin also highlighted the fact that the UUP still refused to speak to them.
