This is the draft summary record of an opening plenary session on Tuesday 10 December 1996 at 12.10. The Chairman proposed that the plenary session adjourn in favour of further bilateral and trilateral meetings since no consensus had been reached. The UUP were against this and the SDLP were in favour. Multiple parties stressed the importance of reaching a determination before Christmas but could not agree on the manner in which this determination should be made.
