STRANDS TWO AND THREE SUBMISSION ON "PRINCIPLES AND REQUIREMENTS '
1 Those with Governmental power for Northern Ireland must be democratically accountable to the electorate of Northern Ireland.
2 Any relationships established should be in a British Isles context, thus reflecting and addressing the totality of relationships within the islands, consistent with custom and practice in Europe.
3 Any relationship between the Republic of Ireland and the United Kingdom, or any region thereof, must be based on the recognition and acceptance of the territorial integrity and sovereignty of the United Kingdom of Great Britain and Northern Ireland.
4 The right of self determination for the people of Northern Ireland must be inviolate. Consequently the consent of the parties and people of Northern Ireland must be required for any new arrangements.
5 There must be protection for the rights and aspirations of all persons within the British Isles, in particular equality of opportunity and advantage and even- handedness, in accordance with internationally recognised principles.
6 There must be open and unambiguous acknowledgement of the status of Northern Ireland within the United Kingdom of Great Britain and Northern Ireland.
7 The government and administration of Northern Ireland must be conducted in accordance with the international obligations of the United Kingdom within the European Union.
8 Any new relationships established will replace the Anglo- Irish Agreement.
9 There must be no special arrangements which would derogate from the democratic rights of the people of Northern Ireland.

This document was presented by the UUP regarding the principles and requirements envisioned by the party in relation to Strand 2. The UUP stated that any new arrangements that emerge out of the agreement should exist within a British Isles context and address the totality of relationships within the islands. They also highlighted that the right to self-determination was paramount, and that there should be an open and unambiguous acknowledgement of the status of Northern Ireland within the UK and Northern Ireland. Further, they stated that any new arrangements that emerge would replace the Anglo-Irish Agreement.
