The two governments outlined their paper on structures and set it within the context of previous commitments. Alliance was highly critical of the paper. Other parties were more mixed. The PUP highlighted the fact that the pro-union parties were not signed up to the framework agreement. Sinn Féin highlighted aspects of an agreement that went beyond new institutions, including policing, prisoners and rights. It submitted its own paper giving further details of its proposed regional councils for a united Ireland. It also asked the governments questions about the scope and extent of the powers envisaged for the North/South council. The UUP wanted options that did not include North/South bodies and also criticized the framework document. They also expressed their frustration with Sinn Féin in strong terms and confirmed their refusal to attend a bilateral meeting with them. Parties committed to providing responses to the questions contained in the governments' paper. The tone of the meeting was generally acrimonious.
