This is the draft summary record of an opening plenary sesson on Tuesday 16 September 1997 at 14.09. The Chairman announced that the governments had proposed an adjournment to prepare a briefing on the procedural motion, which had been requested by participants. Alliance brought up the Markethill bombing and suggested participants make a joint statement. It also raised the UUP indictment of Sinn Féin. The SDLP was concerned about a joint statement and the NIWC agreed. Sinn Féin agreed with Alliance that the UUP could not indict without being present. It had already issued a statement. It was agreed the chairmen would issue a statement and the plenary would adjourn.
