This document contains Sinn Féin's response to the British Government's speaking note of 16 February 1998, where the British Government asserted that Sinn Féin had dishonoured the Mitchell Principles based on the RUC report implicating the PIRA in the recent killings of Brendan Campbell and Robert Dougan. Sinn Féin denied the allegation and criticized Mo Mowlam for withholding details of the RUC report. It further alleged that the British Government's stance on loyalist violence was more lenient than its stance on violence attributed to republicans and suggested that its demand for Sinn Féin's exclusion from the talks was influenced by the UUP's implied threat of withdrawal from the talks.
