Writing Peace: George J. Mitchell Collection

This document contains two proposals: 'A Framework for Accountable Government in Northern Ireland,' created by the British Government, and 'A New Framework for Agreement,' jointly developed by the British and Irish Governments. The first proposal outlined the British Government's understanding of the consensus among political parties and the wider community regarding the future of democratic institutions in Northern Ireland, including their structure and scope. The second proposal reaffirmed the guiding principles of consent and self-determination, outlined both Governments' approaches to traditional constitutional doctrines, and suggested the establishment of a North/South body comprising elected representatives accountable to a Northern Ireland Assembly and the Irish Constitution to address designated matters of interest. It also envisioned a Parliamentary forum with representatives from Northern Ireland and the Republic, a new broadly-based agreement between the British and Irish Governments, a standing Intergovernmental Conference informed by the work of Northern Ireland representatives, and a joint commitment by both Governments to protect civil, political, social, and cultural rights. Both Governments emphasized that these proposals were not being imposed on Northern Ireland but were offered for the consideration of its people and parties. Additional documents included in this item are a foreword by John Major, a paper outlining the British Government's approach to a political settlement, and an outline of a potential comprehensive settlement.
