This document contains a memo sent by Alliance to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. DUP argued that each participant had an unfettered right to table motions, and that the timing and sequence for taking motions should be set by the Business Committee. It also noted that if a motion was not relevant to matters currently pending, then the Business Committee would need to provide an indicative timeframe for when the motion would be taken.
