This document was presented by Alliance regarding the principles and requirements envisioned by the party in relation to Strand 2. The paper notes the importance of bringing back self-government for Northern Ireland, of transparency by and of an acknowledgement by the two Governments of the principle of consent. It also notes that the new institutions should reflect parity of esteem not only for the two dominant traditions on the island, but for a plurality of political and religious traditions. The protection of minorities in the form of the creation and enforcement of a Bill of Rights and increasing public confidence in the rule of law were other requirements highlighted by Alliance. The paper notes the importance for the Republic to bring about a change in articles 2 and 3, and for the final settlement to be workable, effective, to have the capacity to change and develop, and to reflect the totality of relationships.
