This document contains a memo sent by SDLP to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. The SDLP argued that while each delegation should be allowed to raise any relevant issues of concern on the agenda being discussed, the plenary (with sufficient consensus) also had the right to postpone formal proceedings in order to carry out bilaterals to achieve agreement on the agreed agenda items.
