This document contains a memo sent by Alliance to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. Alliance noted that it was concerned that the plenary was spending too much time on procedural issues that had already been resolved, and that the rules of procedure for the negotiations were determined on the basis of consensus of delegates or via any other mechanism suggested by the Chairman.
