The Chairman called for an open discussion on proposals where questions could be posed directly to participants. The DUP complained of the absence of a British Government Minister. The UUP asked questions of the Irish Government. Discussion returned to the question of how and whether conditions for assessing the permanency of a PIRA ceasefire could be established. The question of whether the issue of decommissioning should be resolved in plenary or in subcommittee format was also addressed.
