This document was prepared by the British and Irish Governments in order to facilitate discussion on Strand 2 issues. It lists a series of issues related to North/South discussions for the consideration of the delegates, including those relating to the delegates' conception of the purpose(s) of new formal North/South structures, the role, composition and basis of the North/South Ministerial Council, the creation and operation of implementation bodies, etc. The Governments outlined that they were still committed to the idea that the positions set out in the Joint Declaration and the Framework documents were where agreement was most likely to be found in the negotiations.
