This document contains a memo sent by the British Government to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. The British Government argued that while all participants should be allowed to raise relevant issues of concern at any point during the negotiations, the decision of whether and when the issue should be put to a vote depended on the consensus of all participants.
