This document contains the text of a speaking note for a speech by an unidentified UUP delegate in the plenary session. The delegate indicted Sinn Féin, arguing that it was not qualified to participate in the talks process. The delegate asserted that Sinn Féin was not committed to the Mitchell Principles and attempted to demonstrate this by one, linking Sinn Féin with the PIRA, and two, showing that Sinn Féin would attempt to frustrate the on-going talks. Additionally, the delegate emphasized that while the UUP accepted the Mitchell Principles, they would not supersede the UUP's demand for the complete disarmament of paramilitary organizations.
