This document, presented by the British Government, describes its position on constitutional issues in relation to Strands 1 and 2. The British Government stated its position as being committed to upholding the democratic wish of the majority of people of Northern Ireland with respect to their preference to be in the British Union or to form a united Irish state, and that it was prepared to introduce the appropriate legislation to give effect to that wish. It also welcomed the commitment of the Irish Government to introduce and support proposals for change in the Irish Constitution.
