Record of an opening plenary meeting on 8 July 1997 at 14.11 (OIC/PS70)

Writing Peace: George J. Mitchell Collection

This is the draft summary record of an opening plenary session on Tuesday 8 July 1997 at 14.11. The Chairman introduced a short paper outlining a timetable for the remainder of the opening plenary session. The DUP requested an adjournment to read the paper. On reconvention, the paper was supported by everyone bar the UUP, DUP and UKUP. The DUP and UKUP considered that decommissioning was being circumvented. The UUP accepted the paper as a working document. The UKUP wanted not to plan beyond 23 July. The DUP wanted item 2(b) included, which was accepted. The UKUP's amendment was put and lost. The DUP wanted to vote section by section. This was not agreed. There was a debate over how far agreement to the timetable assumed agreement on the outcomes. The DUP and UKUP reiterated their concerns over whether the government proposals were amendable. The timetable was agreed by sufficient consensus.
