This is the draft summary record of an opening plenary session on Tuesday 15 October 1996 at 12.13. The meeting began by limiting participants' interventions to 20 minutes, as proposed by the UUP and seconded by the SDLP. The parties then introduced their proposals for the comprehensive agenda as circulated. The meeting then went on to discuss whether or not there was a need for the Business Committee to meet. The DUP, UKUP and UUP were in favour of an early meeting of the Business Committee; the SDLP, Alliance and the British Government considered it should not meet until the launch of the three strands.
