This document provides the text of the communique that was released by the British and Irish Governments on the occasion of a meeting between John Major and John Bruton on 28 February 1996. Both leaders denounced the PIRA's attack on the Docklands in London, and called for the restoration of the PIRA ceasefire. They also noted that in the absence of a ceasefire, the Governments would not engage in political dialogue with Sinn Féin. The two leaders announced that the Governments would hold consultations with the Northern Ireland parties to decide the following - the elective process for the delegations to the all-party talk; the basis, participation, structure, format and agenda of the negotiations; and the possibility of holding simultaneous referendums in Northern Ireland and the Republic of Ireland to mandate support for the outcome of the negotiations.
