This document provides an account of the informal discussion on procedural guidelines and agenda for the plenary session which took place on 4 July 1996 at 10.10. Chairman George Mitchell began by asking parties whether they wanted to proceed with a discussion on the composite draft of the procedural rules or continue with bilateral meetings to conclude the discussion regarding the proposed amendments to paragraph 1. Seamus Mallon asserted that joint meetings with unionist parties were not particularly useful because such alliances only served to entrench existing positions further. After a long discussion, the meeting concluded when multiple delegates decided to hold another set of bilateral and/or multilateral meetings with the expectation that they will return to the discussion on paragraph 1. Mitchell also requested comments from the delegates on a proposed schedule for the talks for July by a specified deadline. The meeting adjourned at 12.30.
