This is the draft summary record of an opening plenary session on Wednesday 27 November 1996 at 11.15. The UKUP amended the draft record for 4 November 1996 at 13.10 to reflect the questions they had asked about contacts between the Independent Chairmen and Sinn Féin and to qualify 'unionists'. The UKUP outlined why they felt their motion should be discussed. The British and Irish Governments spoke against this, as did Alliance, who spoke for an adjournment. Labour, the PUP, the SDLP and the UDP agreed with this. The DUP believed the motion could be debated in parallel with the continuation of bilateral meetings. The Chairman ended the meeting by inviting parties to table written submissions on the questions raised regarding the right to table motions and have them debated.
