This document, presented by the NIWC, describes their position on the nature, form and extent of new arrangements in relation to Strand 2. NIWC noted that North/South bodies would have to respect the equal legitimacy of the identities of both unionists and nationalists, should be subject to mechanisms to ensure financial and political accountability in each jurisdiction and should possess decision making powers based on sufficient consensus. They should aim to develop frameworks for economic and social development and joint action on shared natural and physical assets, and to implement EU policy on inter-regional development. NIWC agued for the creation of a web of North/South and East/West relations involving both Scotland and Wales, and for both Governments to assume joint responsibility for citizenship and for the protection of individual and collective rights.
