This is the draft summary record of an opening plenary session on Tuesday 23 September at 14.09. The meeting was to address the indictment of Sinn Féin in a three-hour period. The UUP was present in the room but refused to address 'the IRA delegation present' directly. It accused Sinn Féin of lack of commitment to the Mitchell Principles based on an article in 'An Phoblact'. It highlighted the connection between the PIRA and Sinn Féin. Sinn Féin said it was not the PIRA and had an electoral mandate. It said the UUP delegation also contained former terrorists but it did not wish to raise indictments based on this. The NIWC thought there had been no evidence presented of a breach of any of the Mitchell principles by Sinn Féin. However, they hoped that Sinn Féin would be able to speak for the PIRA as they thought this would be constructive. The PUP agreed with this but thought that one could not adhere to the constitution of the PIRA and the Mitchell principles simultaneously. The SDLP defended the Hume/Adams talks. The UDP thought the two governments had already reached their conclusion. Sinn Féin thought everyone should attend meetings and attempt to solve the problems at hand. Labour was also frustrated by the absence of the UUP.
