This document contains a memo sent by UUP to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. The UUP argued that only relevant issues of great significance or urgency should be debated within the plenary, and that no vote related to any item on the agreed agenda should occur until the plenary had fully considered it.
