This document provides a detailed overview of the circumstances surrounding the submission made by Alliance against UUP, DUP, PUP and UDP on 10 September 1996 and explains the decisions taken by the British and Irish Governments concerning the same. The paper provides a brief background on Rule 29 of the Rules of Procedure and the Mitchell Principles, and describes Alliance's three-fold allegations: that UUP and DUP's actions at Drumcree, the PUP and UDP's failure to condemn the statement issued by the CLMC on 28 August 1996, and DUP leader William McCrea's public expression of support for Billy Wright on 4 September 1996, were all in violation of the Mitchell Principles. Both Governments decided that none of the allegations warranted further action.
