This document contains the text of the opening remarks made by the Irish Government delegation on the launch of Strand 2. The text notes that the objective of the Irish Government was to reach an agreement that was acceptable to the widest possible spectrum of opinion in Northern Ireland and Ireland as a whole. The delegation underlined its belief that dynamic North/South institutions or bodies were essential to any solution, including the creation of an all-Ireland marketplace.
