This document is a statement by the Independent Chairmen regarding the progress of negotiations. A Sub-Group met multiple times from December 3 to December 16 to discuss key issues and the format for resolving them when talks resume in January. Although no agreement was reached, there was some common ground. The Chairmen believe that the participants are committed to making progress and expect substantive discussions when talks resume on January 12. The document also outlines the schedule for future negotiations, including meetings for different subcommittees. The discussions so far are described as having been valuable in identifying common ground and clarifying key issues, and the Chairmen hope for a renewed commitment to decisive action in the new year.
