The Democratic Unionist Party (DUP) drafted a comprehensive set of rules of procedure for the negotiations. The agenda focuses on addressing relationships within Northern Ireland, between Northern Ireland and the Irish Republic, and between the United Kingdom and the Irish Republic. The negotiations are structured into three strands, each covering one of these relationships, and will involve representatives from the British and Irish governments and political parties that have demonstrated a commitment to peaceful methods. The document stipulates that Sinn Féin/ PIRA's [sic] participation is contingent on a permanent cease-fire by the PIRA. Finally, it specifies that the outcome of the negotiations will be subject to referendums in Northern Ireland and the Irish Republic (for matters relevant to its jurisdiction) before being ratified by their respective parliaments.
