The Coalition raises concerns about the limited definition of 'sufficient consensus' in the Procedural Guidelines, proposing that it should include both majority acceptance by the main traditions and the agreement of a set number of parties. They suggest two options for applying sufficient consensus: either differently at various decision-making levels or in combination at all levels. The Coalition believes this approach would ensure meaningful involvement of minority parties and foster respect for minorities. They also call for flexible representation in sub-groups and committees to utilize the expertise of all parties and ensure full involvement in the consensus-building process. Lastly, the Coalition expresses satisfaction with the agenda for the Opening Plenary Session and does not seek any changes to it.
