The Ulster Unionist Party (UUP) issued a press release announcing its withdrawal from the Strand Two Talks on 20 October 1997, to deliberate on the conflicting stances of the UK and Irish Governments regarding Articles 2 and 3 of the 1937 Constitution. The UUP highlighted these Articles as significant barriers to cooperation on the island of Ireland. Paul Murphy concurred with Tony Blair's Balmoral statement, suggesting that constitutional changes in the Irish Republic would be beneficial before reaching a settlement. However, Irish Minister David Andrews disagreed, asserting that Dublin would not consider amending Articles 2 and 3 until after an agreed settlement, a position the UUP found unacceptable.
