The Northern Ireland Women's Coalition, in their submission dated 27 October 1997, outlines their vision for the nature, form and extent of new arrangements as part of Strand Two. They emphasize the importance of North/South bodies that respect the identities and as PIRAtions of both Unionists and Nationalists, and advocate for these bodies to enhance cooperative relationships among political representatives, civic leaders, and the public. The Coalition proposes that these bodies should have delegated powers with political and financial accountability, focus on strategic economic and social development, and ensure balanced representation from diverse political and sectoral groups, including gender diversity. Additionally, they call for compliance with EU and international obligations, protection of civic and cultural rights, and a transition period of 4-5 years to monitor and report on the effectiveness of these arrangements.
