Senator George Mitchell, General John de Chastelain, and Prime Minister Harri Holkeri issued a memorandum on 27 June 1996, addressing the responses to questions about the Ground Rules Paper posed on June 25. The memorandum highlights that while both governments remain fully committed to the Ground Rules Paper, political parties are divided in their support. Some parties entered the negotiations based on the Ground Rules Paper and expected its definitions to remain valid, while others publicly rejected the paper even before the elections. The memorandum suggests that all participants agree on drafting rules of procedure to conduct negotiations, aiming for a workable basis without prejudicing any party's stance on the Ground Rules Paper.
