The Ulster Unionist Party (UUP) submitted a detailed paper on decommissioning to the Opening Plenary Session on 15 October 1996. The document outlines the UUP's stance on the necessity of establishing structures and methodologies for decommissioning before substantive political negotiations can commence. It emphasizes that no additional participants should be admitted to the negotiations without demonstrating a commitment to peace.
