Senator George Mitchell, General John de Chastelain, and Prime Minister Harri Holkeri have distributed two documents to the participating delegations on 18 June 1996. The first document is titled 'Draft Procedural Guidelines (18 June 1996 Text),' and the second is an updated version of a previously distributed document, now called 'Proposals Regarding Procedural Guidelines (Revised 18 June 1996, 1000).' The updated document includes row numbers in the left-hand margin that correspond to the numbers in parentheses at the end of each paragraph in the first document. The revisions in the draft presented incorporate suggestions from written submissions by the parties and proposals made during the previous day's discussions.
