The document is a letter from the Secretary of State dated 4 March 1997, addressing a previous correspondence from 24 February which was also shared with the Irish Government delegation. The letter acknowledges the UUP's suggestions regarding the decommissioning process, particularly the nomination of an Independent Commission. It confirms that both the British and Irish Governments are committed to implementing the recommendations of the International Body, including establishing the Independent Commission, and have enacted legislation to support this. However, the letter notes that significant progress on decommissioning requires prior agreement among the negotiation participants, and currently, there is little sign of such agreement, making it premature to nominate commission members.
