On 26 March 1991, the Secretary of State for Northern Ireland, Peter Brooke MP, announced to the House of Commons that a foundation for formal political talks had been established following extensive discussions with the main constitutional parties in Northern Ireland and the Irish Government. Brooke emphasized the goodwill and determination of the Northern Ireland parties and the constructive approach of the Irish Government in reaching this point. He reaffirmed the British Government's stance that Northern Ireland's status as part of the United Kingdom would not change without the consent of its majority. The talks aim to address three main relationships: within Northern Ireland, among the people of the island of Ireland, and between the British and Irish Governments, with all parties committed to a forward-looking and constructive approach.
