David Trimble, MP for Upper Bann and leader of the Ulster Unionist Party (UUP), addressed a meeting of Ulster Unionist MPs, Forum delegates, Councillors, and Constituency Officers in Belfast on 24 September 1996. Trimble highlighted the recent discovery of explosives, bomb-making materials, and firearms in London, questioning the Government's criteria for a credible cease-fire. He criticized the Government's inconsistent references to a 'credible' cease-fire and the restoration of the August 1994 cease-fire, pointing out that one of the PIRA safehouses raided had been acquired shortly after that cease-fire began, indicating its inherent flaws. Trimble argued that Sinn Féin must articulate a new, credible commitment to ending all forms of terrorism, as merely repeating the terms of the flawed 1994 cease-fire would be insufficient. He emphasized that any declaration from Sinn Féin must be accompanied by concrete actions to demonstrate a genuine end to terrorism.
