The Ulster Unionist Party (UUP), in a memo dated 24 February 1997, addressed to the Independent Chairman's Office, outlines its stance on additional confidence-building measures. The UUP proposes that the Liaison subcommittee (LSC) should act as the intermediary between the Plenary and the International Disarmament Commission regarding decommissioning modalities. They suggest that structural confidence-building issues, such as policing and emergency provisions legislation, should be handled within the Strand discussions, while non-substantive, day-to-day issues could be referred to the Talks Business Committee to determine their suitability for Plenary negotiations or the Forum. The UUP emphasizes the importance of the Forum as a public platform for addressing daily concerns and stresses the necessity for all participants, including potential entrants like Sinn Féin, to be genuinely committed to peaceful political processes.
