The Alliance Party of Northern Ireland, in a communication dated 2 December 1996, expressed significant concern over the recurrence of time-wasting and irrelevant procedural issues during the negotiations. The party emphasized that the negotiating body is not a legislature and highlighted the importance of adhering to the established rules of procedure, specifically Rules 30 and 32, which mandate working on the basis of consensus unless the Chairman decides to implement alternative methods. The Alliance Party criticized the tabling or voting on motions or amendments as irrelevant and inappropriate for the negotiation process. They reiterated that any papers tabled should contribute to ongoing discussions until a consensus is reached or the Chairman opts for another mechanism as per the rules. Additionally, the party pointed out that the agenda for each meeting should be settled by participants based on the Chairman's proposals.
