The Social Democratic and Labour Party (SDLP) submitted a document to the Multi-Party Talks in November 1997, addressing rights and safeguards under Strand Two, Agenda Item 5. The SDLP emphasizes the necessity of integrating adequate safeguards for human, civil, political, and cultural rights within new North-South institutions to build confidence and respect. They endorse the idea of a Covenant or Charter, as suggested in the New Framework for an Agreement, to enshrine these rights, drawing on internationally agreed rights covenants and charters. The submission also calls for mechanisms to monitor and enforce these rights and suggests that a commitment to democratic and peaceful means of resolving political issues should be included in such a Covenant.
