The Ulster Unionist Party (UUP) Talks Bulletin from September 9-11, 1996, details the week's discussions, which were dominated by the question of whether the Progressive Unionist Party (PUP) and Ulster Democratic Party (UDP) breached the Mitchell Principles due to the Combined Loyalist Military Command's (CLMC) death threats against Billy Wright and Alex Kerr. Despite robust defenses from the PUP and UDP, and their reaffirmation of commitment to the Mitchell Principles, the UUP noted the implicit opposition to the threats and sought explicit confirmation. The British and Irish Governments ruled that the PUP and UDP were not in breach, proposing no further action, but the UUP secured additional time to discuss the governments' reasoning. The UUP also reported ongoing bilateral meetings aimed at resolving decommissioning issues and noted the disruptive actions of the Alliance Party and Women's Coalition, which they criticized for political posturing.
