The document is a report from the British and Irish Governments to the Review Plenary on 2 December 1997, concerning the discussions on Strand Three issues. It notes that there has been one meeting of the Strand Three Liaison Group and that on 14 October the two governments invited party views on a consultation paper titled 'Strand Three A New Agreement.' Most parties responded to this invitation, and the governments are now considering these views to determine how the relationships between the two islands can be accommodated within the negotiations. Additionally, several parties have engaged in bilateral meetings with the two governments to discuss Strand Three issues further.
