The Ulster Unionist Party (UUP) announced its withdrawal from the Strand Two Talks on 20 October 1997, to reflect on the conflicting positions of the UK and Irish Governments regarding Articles 2 and 3 of the 1937 Irish Constitution. The UUP highlighted these Articles as significant obstacles to cooperation on the island of Ireland. British Minister Paul Murphy agreed with the Prime Minister's [Tony Blair's] statement at Balmoral, suggesting that constitutional changes in the Irish Republic would be beneficial before reaching a settlement. However, Irish Minister David Andrews disagreed, stating that Dublin would not consider any changes to Articles 2 and 3 until after an agreed settlement, a stance the UUP found unacceptable.
