The Ulster Unionist Party (UUP), in their document dated 10 November 1997, pays tribute to the security forces and justice administration in Northern Ireland, particularly the Royal Ulster Constabulary (RUC) and the Army, for their role in countering terrorism. The UUP rejects the notion that the republican movement's actions were justified by oppression, instead characterizing their campaign as sectarian and genocidal against the pro-Union population. The party advocates for the continuation of the current police and justice structures, with adjustments for a peaceful situation, and emphasizes the operational independence of the RUC's Chief Constable. Additionally, the UUP supports the incorporation of the European Convention on Human Rights into UK law and calls for the ratification of the Council of Europe's Convention for the Protection of National Minorities, as well as stressing the importance of decommissioning terrorist arsenals to build community confidence.
