The British Government issued a statement on 28 November 1996, clarifying its position regarding potential new PIRA ceasefire discussions, following suggestions from John Hume. The Prime Minister [John Major] reiterated the Government's skepticism about the credibility of a new ceasefire but expressed willingness to restate existing policies to facilitate it. On 23 November the Prime Minister sent Hume a revised text reflecting the Government's position, especially in light of ongoing PIRA attacks. The attached British Government text outlines a fair and balanced position, emphasizing that Sinn Féin's participation in the talks depends on the PIRA unequivocally restoring the ceasefire and committing to peaceful means. The Government stressed the importance of inclusive talks and indicated that the process would continue without Sinn Féin if they remained excluded.
