In a letter dated 6 June 1996, The Rt Hon Sir Patrick Mayhew QC MP, Secretary of State for Northern Ireland, and Dick Spring TD, Tanaiste and Minister for Foreign Affairs, addressed David Trimble MP of the Ulster Unionist Party regarding the upcoming negotiations set to begin the following Monday. The letter outlines the commencement of the opening plenary session at 14.00 in Castle Buildings, Belfast, and mentions that the Talks Administration unit will provide further details on access and other logistical arrangements. Enclosed with the letter are several preparatory documents from the two Governments, including a scenario for the opening plenary session, procedural guidelines for the conduct of substantive multi-party talks, and a draft agenda for these negotiations, which includes a list of Strand One issues suggested by the British Government. The authors express their anticipation of seeing Trimble at the session.
